ESPN's John Clayton <a href="http://espn.go.com/nfl/columns/clayton_john/1354105.html" target="_blank">explains the 2002 rule change</a> (in 2002) encompassing the pylon:



"A player will be ruled in bounds if he touches the pylon at the goal line before going out of bounds. For example, a pass would be considered complete if one foot touches the pylon and the other foot is in bounds."
 
Upon further review:



The 76-yard Parker run... #83 Miller (TE) holds #94 Bryce Fisher for the entire play (until Parker is 10 yards down field). At the snap, Fisher makes penetration, slipping by Miller who has his arms rapped around Fisher (parker is still in the backfield)....#66 Faneca pulls across as Fisher moves toward Parker with Miller on his back. Fisher is being driven to toward the turf (from behind) as Parker moves by. All this with an official (back judge) standing, staring at the play.



This happens on every BIG Stealer play.
