Cause the gov't says you can only have so much tailpipe emmissions, and given the age of the motor, it's economically more practical for Ford to add more cats to scrub the exhuast then to make the engine more efficent.

Actually, the front cats are "preheaters", the rear 2 are actually catalytic convertors. The fronts are mini cats to bring up the temp of the exhaust gas so the rears can catch the hydrocarbons to burn them cleaner.
