Pull the rear brake rotors and then turn the adjuster. There is a handy tool that is available so you can measure the drum portion of the brake rotor and then flip the tool and put it over the parking brake shoes and turn the adjuster until you get the desired clearance. If you don't have the tool just turn the adjuster until you get a slight drag on the rotor when you reinstall and spin it and then back it off until the drag is gone. If you don't back it off you prematurely wear out the parking brake shoes. It has been my experience that if the parking brake shoes need adjustment then it is time to replace them.
 
Sounds like the rotors need to be removed to access the star adjusters and to remove the adjuster plate.
