Small Spring in driver side rear wheel well

There is a broken spring about five inches long that's dangling inside my driver side rear wheel well. The top of the spring is attached to the inner plastic wheel well. It is above the parking brake cables.



Would someone let me know what this is for and where the bottom of the replacement spring should be attached. If you happen to have a pic to help me reattach that would be great.
