Replace Turn Signal (rear) Bulb

Can someone point me in the right direction on how to remove the tail light assembly so I can replace a burnt out bulb?

Open the tailgate, you will see the screws to remove from there...



However,,, before you do that. Explain what the issue is. I say this because there is an issue with the wire harness in the column that will not allow the blinker to work.



As a test, tilt the column to a different location and see what happens...
