Removing rear bumper cover

I noticed on quite a few sport tracs the driver side rear bumper sag's and mine has started to do it. Does anyone know what causes this? Also how do I remove the black plastic step protectors on the top of the bumper and also remove the bumper. Last has anyone sprayed their faded plastic bumper and trim?

The bumper comes off as a whole unit, it's bolted to the frame. Do a quick search with the keywords paint cladding and you find a bunch of members have done it. For the smooth look Todd Z did his and for a great looking inexpensive project Hugh did a really good job on his recently.
