It fools your vehicle into thinking that the air temp. is colder, therefore causing it to advance the timing, this richens your air/fuel mixture giving you more horsepower.



It looks like a resistor, not a chip, and I don't know how healthy it would be for the engine to have that done to it...
 
All that is, is a resistor that fools the Intake Air Temp sensor into thinking its colder outside than it is, thus the PCM richens up the mixture, gaining you more power. But, it costs you mileage, has the possibility of burning up the IAT, killing O2 sensors etc.

Bottom line, stay away, faaaaaaaaaaaaaaaaaaaaaaaaaaaaar away.
