John Deere 726E SnowThrower: locked out of neutrall!

My snow blower has been having this issue since it was new. It's never acted up when I brought it in for repair.



It's off warranty now.



It's stuck in gear sort of. It doesn't require the drive lever and just goes. When I release the drive control, it doesn't stop. I can shift it from forward speeds 1-6 and both reverse speeds 1-2 and all speeds work perfect.



Normally when I'm not holding down the drive lever, it slips into neutral and doesn't move.



It doesn't free wheel at all.

When shut off, it also doesn't free wheel and I can barely move the damn thing with the both wheels pinned to rotate together.



What the hell is wrong with it?
