Ford has to have record of all recall work done on a vehicle. They have to have this for their own CYA aspects. You should be able to request from any Ford dealer a record of all recall maintenance done on a Ford vehicle given its VIN.
As for TSBs, they are different than recalls. I would suspect you would have a record of TSB related maintenance done by the dealer IF you go to that dealer. But, their records may or may not show that such maintenance is related to a specific TSB. In other words, there might be nothing to correlate maintenance done for whatever reason with TSBs. And, if the previous owner did maintenance at several dealers, I think even then you might have more issues trying to get an understanding of the TSB maintenace done.
TSBs aren't recalls. TSB describe how to fix a problem that may be common to certain model years. It is not required maintenance on all vehicles for that model year, and need only be done if the problem is displayed. All recall work should be performed, regardless.
