Brother told this morning by dealership that his hard cold start issue is the fuel pump relay and that they want to charge $200 plus to replace, as well as update the PCM. Is the relay at the fuel pump itself (inside tank) or in engine compartment, and second, is charge considered appropriate?

IMO, $200 for a $20 relay that anyone can plug in to the relay box, under the hood is outragious...as far as the PCM software upgrade, is there a TSB on that...if so most dealships will asorb the cost...if that is something the manufacture has come up with as afix...

Is this a Trac or some other car ??

The fuel pump relay in the box under the hood. Pop it out and pop it back in. Piece of cake.

Check out Tabjo's project "Fuel Filter Replacement". On the last page it shows the fuse for the fuel pump, but the relay is actually under the label "#23 Fuse" I believe. I think it is #50, but it is in the manual.
