Emergency Brake

The bracket under the dash holding the emergency brake release handle came loose. I tried reinstalling the bracket but the screws keep spinning but don't tighten, so the bracket is still loose. Is there a clip that the screws need to catch on? I can get my finger behind the screw on the left side but there is something under the dash that is blocking access to the right side. The Trac is a 2001 Job 1.
