Why does everything have to be programmed by the dealer? When are auto companies going to add better user interfaces for all the data and options on vehicles? Automakers are SO FAR BEHIND the rest of the world when it comes to electronics and software. Cars should have USB ports for installing firmware updates easily downloadable from the web and installed by users (like Windows and cellphones have). Look at car audio-- they are so far behind the aftermarket in performance, options, and price! Ther is no good reason for this. No wonder cars are not selling and companies are going belly-up. Stupid automakers.

How is it programmed by the dealer to have DRL's. It's a US spec vehicle, not Canadian (where drl's are required), so how would they be able to go in and activate this?

What are the steps for this?

Just set the headlight switch to automatic (one click to the left), then put your hat (or some other object) over the light semsor in the middle of the top of the dash. Your lights will then be on when driving.

That doesn't work because the auto sensor is also part of the rearview mirror.

Even if it did, I don't want ALL the vehicle lights on. Just the low beams or front parking lights running at less current.

Is there a DRL kit for the 07?

Go to your dealer. Tell them you want the DRL feature to be programmed on the light module. They'll charge you about $40 and it's done.

The sensor is right at the blinking red security light that's on the dash. I use this technique all the time. The sensor in the rear view light is for auto diming the mirror. The one on the dash controls the auto-on head light control.
