Smack it repeatedly. If that doesn't work, you have to disconnect the battery, wait a long time, remove the airbag, remove the button pod, take it apart, and change the bulb.
 
the light doesnt work but does the cruise control still.work? YES

You can just pull out the cruise control switch on the steering wheel without disconnecting the battery. You pull the cover off, and then remove the circuit board. It is very easy, I did this when I put Blue LED's in.

Just remove the thin cover that has the cruise control text written on it. Once it is removed you will see the circuit board, gently lift up and pull it out. There is about 6 pins that connect the circuit board to the wiring harness.
