cruise and horn out at same time! please help

So cruise and horn stopped in the same day. All fuses are good, wire harness in column is good I hot glued the wires in, recall piece on the master cylinder replaced, relays good, cruise buttons replaced, clock spring replaced. Now I'm lost neither still work and I'm over due for inspection so I need the horn. Please help.

After repair harness and clockspring. Did you pull up some slack and tiewrap it, so it wont pull loose again?
