A/C on with heat

Aloha, I changed the coolant in mt '92 Track the instructions said to run the heater. I noticed that the A/C was still cycling on and off with heater on full. 1. should this be and 2. what would control the A/C, PCM ?

A/C will cycle in the defrost mode but should not in any other heat settings.
