95 windstar

My wife has a 95 windstar. The problem is when she comes to a stop it feels like the ABS pump comes on. All the parts (rotors,drums pads,shoes and hardware) have been replaced. The sensors look O.K. and there are no cracks on the sensor rings and no ABS light to flash if something is wrong. I'm at a loss because I have no idea what it could be. So please help if you can. Thanks Again for any and all help.

Pull the ABS fuse and confirm it is the abs system and not something else and take it from there..
