A new law was recently passed making it illegal to melt pennies and nickels for their bullion value. IIRC, it's illegal for recycling and smelting places to accept them.
Also, unless you have the time to separate the pre-1982 pennies from the post-1982 pennies, no melter is going to take them. As stated, the post-1982 pennies are zinc, not copper.
