Need to check the incoming power to the outlet, you know which way to look, most problems can be spotted visually. Power sockets and cig lights get hot can destroy the connections.

Not to ask the stupid question, but did you swap the lamps in the cluster to make positively sure they were good lamps? I used LED for mine and had to swap polarity on some.
