Taillight problems

I am at my wits end with my taillights. I have no running lights or license plate lights? I do have turn signals and brake lights. I have checked all bulbs, all fuses, changed the wiring harness for the bulbs with no luck? I need some answers cause I don't want to take this problem to the dealer if I can help it.

Relay? Run a hard wire and tap in, See what lights up... ??
