Streaks on Tinted Glass

I am the new owner of an '07 Sport Trac. Sold my '02 to get this one.
Noticed that there are streaks (apparently on the outside) on all the tinted windows. The
windshield and side front windows, clear of course, do not have this streaking. Went to a detail shop and they tried all the tools in their arsenal. Nothing can get rid of the streaks. A theory is that it is a flaw from the factory. Any ideas?

If I remember. Some of the '07 and '08 Tracs had some flawed glass. I remember though the complaints on this site, were windsheilds.
